Johann Philipp Graf von Cobenzl (May 28, 1741, Ljubljana - August 30, 1810, Vienna, Austrian Empire) was a Carniolan nobleman, working as a diplomat of the Habsburg Monarchy and the Austrian Empire. He was an ambassador of the Habsburg Monarchy in Paris till his retirement in 1805, and then lived in Vienna. In 1809, he informed Napoleon Bonaparte about the demographics of the newly established Illyrian Provinces.
Regarding personal names: Graf was a title until 1919, translated as Count, not a first or middle name. The female form is Gräfin. In Germany, however, since 1919 Graf/Gräfin is no title any more but part of the surname and thus following the given name(s) and not to be translated.
